EDUCATION BOARD.

MEETING AT NEW PLYMOUTH. (Continued from yesterday.) The Education Board transacted the tollowing business atter we went to press yesterday: ARCHITECTS' REPORT. The architects, Messrs. Sanderson and Griffiths, reported that - the teachers residence at Fitzroy had been inspected and various repairs were needed. Kepairs were being effected at Midlnrst School. The grant by the department for additions at Huiroa would just about build the 17it. 6in. addition, but would not pay for painting the present building or any repairs to same tiiat may be lequired. Plans and specifications had been prepared for a shelter shed at Purangi. The report was received. MINIATURE RIFLE RANGES. Major Donald, commanding tho_ public school cadet force, notified that the Hon. Minister for Education had approved of the principle of the encouragement of miniature rifle ranges throughout the dominion. A subsidy of £ for £ would be given up to an amount to be determined in each approved case. It was impossible to devise ,a plan that would suit all cases, aa local conditions had to be carefully considered from a safety point of view, and each case dealt .with separately. A proportion of .22 calibre rifles specially suitable for* miniature ranges would be issued as soon as a supply was obtained in place of the .310 rifles now on issue. FINANCE COMMITTEE. The Finance Committee reported on matters arising out of correspondence during the month*. — Fitwoy.— That the repairs required to be mafle to the teacher's residence, •referred to in the architect's report be referred to the chairman with power to act. Huiroa. — That tenders be called for additions to the school and for painting the school and residence. Stratford.— That id reply to its letter of, August 21, the Stratford School Committee be informed that no grant of £12 on account of fuel has "ever been made to the committee, and that it has already 6een informed to that effect ; that with regard to the £10 for maintenance of technical school grounds, the amount will be paid to it- from' time to time as expenditure on that account is incurred by it. Norfolk. — That the application of i he' committee of August 19 for eleagnus plants be granted ; that the committee's letter of same date, asking lhat repairs anl alterations be effected to the drainage at the school, be referred to the chairman, with power to act. Pohokura. — That the application of the committee for a gate for the school fence be granted,, and Mr. Kennedy be asked to see that the same is erected ■. that with regard to the application to leave it gateway from the school ground to the adjoining property, the application be not granted. Stanley.— That with regard to the letter re the need for shirting out offices, the matter be referred to the chairman, with power to act. Inglewood. — That the letter from tho Inglewood School Committee ashing for it-pairs toi the school be referred to the ! . chairman, with power to act ; that in reply to its letter of the, same date re old desks stored at. the school, it be authorised ■to dispose of 'same and to retain for its own use the proceeds, of •he sale. . Printing. .—. — Inat the tender of Messrs. Hooker and Co. and T< Avery be accepted for printing cheque forms - and copies of new regulations respectively. Cardiff. — That the application for subsidies on two sums totalling £6 11s 7d be granted, the money to be extended in improvement of ■ school grounds. Awatuna.— That the application of j the committee for a subsidy of £6 15s ! to be expended with a similar amount raised by the committee for the purpose of clearing and stumping the school ground be granted. « ' Agricultural and Technical Classes. I — That a second-hand typewriter be ' obtained for the use of these classes at the Stratford District High School at .- a cost not exceeding* £12. Korti. — That wittf regard to the letter from the committee calling attention to the fact that a large quantity , of gorse and blackberry is growing on I a section adjoining the school, and , which is likely to. endanger the school, Mr. Adlam be empowered to act. The report was agreed to. CHAIRMAN'S REPORT. i The chairman's report for the month . was as follows: — Appointments have been made in pursuance of the committees interested: Stratford District I High School, assistant secondary department,. Miss E< Bollinger; Oaonui, | head teacher, Miss G. C. M' Arthur. ' Temporary appointments: Urenui, as- ( sistant mistress, Miss B. Henderson ; ( Mangorei, teacher, Miss H. Brunton ; j Hillsoorough, assistant mistress, Miss H. Breen; Opua, teacher. Mr. W. Wagsi aff; Whangamomona, Miss M. Breen; Hillsborough, assistant, Mr. S. M. Mills. . GENERAL. Mr. Rallantyne reported with refer- , euce to the application of the Lincoln School Committee for new desks that • Mr. Whetter had visited the school, and found that some of the desks were ■ cut of repair, but thought they could I be put in order at comparatively little cost. He therefore recommended that | the matter be deferred until the working overseer had had an opportunity of visiting the school. — The report was ■ approved. Mr. Ballantyne recommended that a I Atitoidy be granted the Hillsborough I School Committee on ail amounts raised locally for the purchase of cupboard? On the motion of Messrs. Morton ' fmd Trimble it was decided in response to a petition that a householders' meeting be called at Okau School on Sep1 tember 25 for the purpose of forming ■ h school committee and considering the I boundaries of the school district. ' Messrs. Sanderson and Griffiths, in I '.acknowledging the board's letter intimating a change in the terms of their Appointment, stated that for several reasons they preferred, the new agreement and accepted the same with plea- , »rre. • Mr. f . Harry Perm. secretary of the Ktratford District High School Committee, wrote asking whether the board could see its way to the appointment of a teacher for, physical culture classes nt the school. — The board decided that it could not accede to the request. Mr. P. S. Whitcombe, the returning «.ffirer, reported the election of Messrs. A. Morton (North Ward), J. D. Mori«m (East Ward), and Jas. Young (West Ward) to the vacancies on the board. - . board appipved of the-appoint-ment of Mr. Sima as officer commanding the Ngaere Cadets. The undermentioned districts having failed to elect committees,, the following gentlemen were appointed commissionera; Messrs J. H. Smithh, Huirangi; F. H. Symons and R. Shewry, Hurimoana; C. Wcrthinnton, Puniwhakau ; W. Hathaway and C. J.ahtam, Salisbury; R. J. Ovondon'arid Geo. Graham, Wajhi. : Upon the motion of Messrs. Kennedy and Adlam, the matter of the classifii cation of teachers was referred to the inspectors to inquire and report at n.-xt meeting. Mr. W. F. Hilson, provincial secretary to the North Canterbury executive nf the Farmers' Union, forwarded a copy of a resolution rased on Wednesday last: "That thlF executive is of opinion that the present system of cen* tralisation of Standard VI. scholars for examination is unjust; that it is in favour of reverting to the old system of examination, and that a copy of this resolution be sent to the Minister of Education and the different Education Boards.

Mr. Morton moved, Mr. Trimble seconded, and it was resolved — That this hoard would point out to the department the great hardship that is entailed on parents and scholars consequent on the working of regulation 21, subclause C, which requires that all scholars presented for certificates ot competency and profic-ienry shall be examined at central places only, and again enters its protest «a£»iinht a system wim-h in ii« opinion is. not in the best interests of the children.
