In the Assembly, Mr. Maughan resigned the chairmanship of coinmitteesi Mr. Kidston moved the suspension of the Standing Orders to enable the passage of the Appropriation Bill in one day. It was a piece of hypocrity to offer such an amount because it would not' be always possible to pay it. VICTORIAN FINANCE. (Received August 26, 11 a.m..) MELBOURNE, August 26. The State Budget to be delivered early next month shows a surplus of i £150,000. The railway surplus amounts to £300,000, but there is a deficit of £160,000 in other accounts. Against the railway surplus- there will be a charge" of £70,000 for the railway disi aster. ' ' -
