GERMANY AND FAST BUILDING.
A VERBAL INTIMATION

In the House oi Commons, My. li. 11. Asquith, the Prime Minister, in replying to Mr. Grotton, vaid that Germany's intention not to accelerate lior shipbuilding programme was first intimated to Britain verbally through diplomatic channels. On March 10 the intimation was added that Germany would not have thirteen Dreadnoughts till tho end of 1912, and comparing this with tho Admiralty's information tho Government had concluded that the statement did not include cruisers.
Admiral Tirpitz on the loth showed that it did, and on the 18th was informed regarding two ships to bo ordered under Germany's 1909-10 programme, the contracts having been previously ppomibod to certain firms beforehand ; but- Britain was given to understand that thix would in no way qualify the statement .regarding the rate of construction.
