Meetings aro being organised in the city and at Liverpool 'to discuss matters in connection with the naval crisis. The Standard's Berlin correspondent reports that Mr Asquith's statement that the Admiralty had ascertained what had happened almost immediately after the construction of the German battleships was begun was an unpleasant surprise to German authorities, who had no idea that their secrets were
