A DISPUTE. THE FRONTIER PROVINCES. By Electric Telegraph. — Copyright. PARIS, Sept. 5. Eighty thousand German troops are being concentrated in Alsace-Lorraine, the provinces which Germany took front France in the last war between the iwo countries. The French Government resents this action, and • declines to send the customary military mission. , It is understood that the German authorities are working out the problem of what would have happened had the battle of Spichejren been, a H\rench victory. It is considered conceivable that Germany might be compelled to act on th© defensive in Alsace-Lorraine in the event of war, and it is a fundamental principle of defensive tactics that troops should be familiar with, the country . they are called on to defend. The French; on their side, have summoned 125,000 troops to manoeuvre in the region round Boise, lying between Hemans, Nevers, Orleans, and Chateauroeux, and are working out a scheme somewhat of an analogy to thil situation of the French and German armies in November, 1870.
