RECOGNITION OF MULAI HAFID. BERLIN, Sept. 5. The German Government expresses satisfaction at receiving from tho French Charge d'Affaires a verbal communication of the Franco-Spanisli note on the Moroccan question. The proposal of France and Spain is that INJulai Hand should bo recognised as Sultan of Morocco when he oflScially notifies his accession and agrees tp abide by the Algeciras 'Act, accepting all the obligations placed by that Act on the late Sultan, Abdul Aziz. It is proposed that the Powers also demand fair and reasonable treatment for Abdul Aziz. [The Act passed by the Conference of che Powers at Algeciras gives France and Spain special rights in Morocco, and imposes on them certain duties in the matter of policing cfoastal towns.]
