OFFER FROM PATRIOTIC FINANCIERS.

LONDON, August 17. , Tho Telegraph says the. Government is considering- an offer of financiers to find £1,000.000 on nominal terms to meet the necessities of the fleet without disoiganising tho annual budgets. This offer of aid is made in view of the renewed competition in naval armaments abroad and is intended to show the determination to maintain tho twopower standard. The revenue would meet the normal expenditure and tho loan fund would provide for special requirements. An influential section of the Cabinet is in favour of accepting the offer. The Daily News utterly discredits this report. After Minister*' speeches on tho folly of thY navy scare, says the News, the country will not tolerate an increase of taxation to meet the navy panic.
