THE SULTAN AND THE POWERS. ft By Electric Telegraph.— Copyright. ST. PETERSBURG, Aug. 14 Russia's note to the Powers states that, since, a complete and sincere application of tht» principles embodied in the charter which the Sultan has spontaneously granted Turkey would assure the Macedonian reforms which the Powers are pressing to obtain, Russia is ready to suspend her programme ot reforms in order to avoid any expression of distrust of the Sultan and the Otto man Government. . . The note states that Britain has also abandoned for the moment the pressing of her reforms. ■ The ' Sultan has warned the Powers not to consider their reforming role has terminated unless a real improvement is effected in Macedonia.
