Count Hayashi, address- | ing the conference, declared that it was j necessary to regulate emigration, and that Japan was determined to do so. GERMANY AND POLAND. Prince Buelow's proposals to raise a large loan in order to purchase Polish estates in pursuance of Bismarck's policy of the Germanisation of Poland, are meeting with strong opposition in the Prussian Diet. ARABS FOR THE FRENCH ARMY. (Received December 6, 7.45 a.m.) PARIS, December 5. General Picquart, is considering the inclusion of the Arabs of Algeria in the forces subjoct to conscription. This would add 1,000 N ,OOO men to the army available in war time.
