State plenipotentiaries representing, Belgium and tho Congo have signed the Annexation Treaty. [The effect of tbe annexation is to place the Congo under the control of the Belgian Government instead of the Belgian King Leopold, under whose rule some of the natives engaged in the rubber industry have been treated with 1 atrocious cruelty. King Leopold at first refused to allow the control of Congo finances lo bo taken over by his Parliament, but an agreement was arrived at after consultation.]
