Taft, Secretary, for War, speaking at Columbus, Ohio, declared that the Inter-State Commerce Act was a failure because it did not secure the fixing of reasonable railway rates. The Commerce Commissioners ought to possess .power, tq enforce a uniform classification of height, Vtf all railroads, also the power to prevent the over-capitali-sation of railroads.
Mr Taft advocated other radical reforms aimed at preventing the absorption of all railroads into one hand. If the abuses were not stopped, he said, the. movement in favour of Government ownership of railroads would become formidable.
