United Press Association — By Electric Telegraph. — Copyright. (Received July 30. 7.25 a.m.) LONDON, July 29. Sir Henry Primrose has been appointed Chairman of the Pacific Cable Board in succession to the late Sir Spencer Walpole.

'(Sir Henry Primrose has been Chairman of the Board of Inland Revenue since 1899. He was private secretary to the Marquis of Ripon when the Marquis was Viceroy of India, and later was private secretary to Mr Gladstone. He has since held important administrative offices under the Home Government.)
