KING EDWARD'S HOPE.

LONDON, June 11.
The following are the main features of the Transvaal precedent letters pa-< tent to confer on Orangia a Legislative Council. — The Council shall consist of eleven * nominated first by the Governor, with the right to be converted into an elective Chamber by the Legislature after four years ; also an Assembly of thirty* eight, whereof five will represent Bloemt'ontein.
A separate Land Board will be created for five years, with security for Tensions of such officials in the Land Settlement Department as are retained, and a liberal construction will be pi:t on settlers' Tights.
King Edward expressed confidencn that the inhabitants will increasingly enjoy the »prosperity and contentment distinguishing Orarigia in the past.
Newspapers hope the risks will bo, minimised after Mr Botha's speeches, and the fact that such a typical Afrikander as Mr Smuts (Transvaal Golonial Secretary) has drafted an Education Bill which has been welcomed by . the whole of the Transvaal Press. The . Bill seeks to make a thorough knowledge of English universal, and withdraws patronage from separatist Dutch schools. ,Mr, Smuts, at the Het Yolk Con- | gress, remarked that education had superseded the rifle as the weapon of 'the Afrikander people.
