TROUBLE IN ROUMANIA.
ri» BUCHAREST IN A STATE OF SIEGE. A SERIOUS AFFAIR.

Two hundred peasants at Bacesi, near Vaslui, attacked a company of soldiers, who fired, killing 40. A force of 4000 peasants from Vaslui and neighbouring districts is marching |on Bucharest, where a state of siege lias been declared. The troops have been ordered to use shrapnel if the peasants do not uisperse. There has been much rioting and looting in other towns. Fifteen rioters were shot dead at Alexandria. A mob entered Galatz and the troops fired a volley killing 15 and wounding many. (Already one hundred estates in the Vaslui district have been completely looted and sacked by the peasants. The authorities evidently appreciate the gravity of the rising, 30,000 • reserves having been summoned.)
CHANGE OF MINISTRY. (Received March 27, 9.14 a.m.) BUCHAREST, March 26. M. Cantacuzene, the Roumanian Premier, has resigned and M. Sturdza has formed a Liberal Cabinet in the hope of quietening the country.
