The New York correspondent of The Times says that President Roosevelt's policy aims at obtaining fair valuation of railway properties' 1 and legislation will then be introduced making it criminal for manager^ of railway or other companies to speculate with their funds. (Mr Roosevelt believes there should be a system of national supervision of ikier-Slate corporations to cope with the evils of over-capitalisation. He is sure that railway rate legislation can b* framed which will ensure tangible results.)
