The field artillery weajxms are so obsolete as to be suicidal if used against up-to-date guns. The light horse suffers from poor equipment, while the militia rifle* a r e largely useless. Volunteer officers consider that the force i$ 5n \'a worse , position that it was ten years ago. The standard of officers !is> not high, and political influence is rampant. i
