The Czar claims the credit of instituting numerous reforms before the Douma •assembled. Owing to bad harviests, tine" Russian Government proposes to spend seven million one hundred and fifty-seven thousand pounds., supplying peasants with bread and seed. The Govern*stnent declare thcro is a wide field for charity.
