The refugees have now left the British Legation, and fugitive priests have, returned to Tdheran. A NATIONAL COUNCIL. Teheran, August 12. The Shah ,of Persia /has decided to \ form a National T3oimcil composed of representatives of the prince^, clergy, royal tribe, nobles, merchants, and tradesmen, each elected by their peers.
