' Lord Roberts, addressing the London \ Chamber of Comm"erce, declared that the Army is no better prepared for> War than it was in 1890. If fighiing Russia in Afghanistan, we would, he declares, be unable to supply the men required. There was also a most' serious deficiency of' officers. We have no option but to introduce -universal training and service for ' Home deferice.
