Arnold-Fors-ter, Minister for War, affirmed, in reply to Lord Roberts' statement in the House of Lords on Monday, thai there had boon great and rapid, improvement in the personnel, material, and organisation of the Army. lie quoted some remarks of General French, ■ according' to whom every branch is progreasir.gr. The Minister added that he looked forward lo the Militia becoming ?he nucleus of the Army. In the House of Lords, the Marquis of linKthgow, in reply to Lord Ellenborough, stated that the Government was considering the question of the control of n«ws in war time.
