FRENCH AMNESTY BILL.
AN UPROAR.

The Senate passed a Bill granting an amnesty, to a large number of officers and civilians ; also rehabilitating M. Deroulede and others exiled for attacking the Republic. M. Lasies, a Bonapartist Deputy and M. Deroulede's friend, compared General Andre with a venomous reptile, whereupon M. Berteaux abandqned the Bill. There was a great uproar in the Chamber. M. Rouvier, in a session of the Cabinet, pardoned all, including in the amnesty M. Deroulede, who .refuses a pardon but is willing to accept the amnesty. ' Paris, July 14. French* naval officers declare that it was • not I the Rouvier-Radolin agreement which averted war but England's Grm support of France.
