London, September 20. i The Carnegie Company is engaged on an order for 22,000 tons of nickel steel plates. These are supposed to | be for Japan, to be used in the con- ■ struetlon of warships. The Globe states that Mr Balfour (Prime Minister) and Lord Lansdowno. (Secretary for Foreign A (Fairs) have initiated diplomatic action to prevent the secret understanding between Germany and Russia so developing as to necessitate the enforcement of the Anglo-Japanese treaty. It is naturally a business of the greatest delicacy and difficulty, and has only been undertaken as a most urgent necessity, Germany being- to all intents an aider and abettor of tho Russian endeavour to crush Japan and annex Manehurip..
