The Leeds Trades Congress, with one dissentient, resolved that the South Africa labour ordinance was opposed to the best interests of British subjects at home and abroad. Mr Jones, a West Ham delegate, declared that the agitation against Chinese labour was the "most canting exhibition ever witnessed, especially since British shipowners were using such labour in their own vessels."
