Mr Carruthers, Premier, in outlining! his policy, said the Government was opposed to granting 900 square miles for Federal territory. Parliament would be askod whether it approved of Dalgety as the site. The Governtment programme would contain provision for closer settlement, and a State Bank. Ar amendment of electoral law would provide for majority rule. After Sir Harry Rawson's term had exoired a Lieut.-Governor at a reduced salary would be appointed. TRAIN DERAILED. Perth, Sept. (>. By the derailment of a ballast train near Mokine, seven men wore seriously injured.
