Committees were set up to draft a Constitution of Harbour Boards Bill. On Wellington's suggestion the Government will be asked to amend the Harbours Act, so as to empower Boards to levy, differential rates on different classes of goods, and to ckarge rent on goods stored on wharves for more than four days. j

Brisbane, Aug. 1. — Mr Morgan, Premier, states that negotiations axe proceeding for tho extension of tho English mail to Brisbane. Meantime he is negotiating with New Zealand to take over the Vancouver service. He is quite willing to transfer. The heavy northerly gale 'which sprung! up on Sunday night raised a big- sea along tho coast. The Karawa arrived early this morning, and Captain Norbury brought her alongside the wharf. The Corinna from South was lying outside to-day. The sailers, Frank Guy and the Whanga»oa, were lying- secure af their berths. Owing to the heavy weather the Corinna has been unable to berth, but it is expected she will work to-morrow and sail about 3 pjn. !
