Any owner failing to declare, his qploura at time of entry will bo fined two so vs., unless the colours of the Owner of thehosse are duly, registered. It is now compulsory on Stewards ,to inflict a fine of not less than one soy. upon any person running a ' horse iiiv wiotog colours. _ ', All persons intending to withdraw horses are required to give notice ,to v the Secretary, or Clerk of one half-hour before the official time for starting' the race. Any peason neglecting or refusing to comply with this rule i^hall' pay a fine, to be imposed by the Stewards, not exceeding 20 soys.
