[FEOM OUR RESIDENT AGKNT.] October. — Tho visit of the Stratford Parliament to Elthnni to debate the question, " Should the State turn Publican ? ." took place on Tuesday. Stratford, represented by Messrs Hamorton, Alexander, C. E. Mackay, and Maxwell, took the aflinnative, and the verdict of the umpire wont ad-\ei-sely by one point. The best speech, however, was matlc by the vStratford leader, Mv Mackay. whose reply was very Rood. I did not noiicc, however, that either of the speakers comment ea on an aspect of the question that appears to me to deserve n good deal of attention, and that is the enormously enhanced value that is accruing to hotel licenses as a result of restrictive legislation. It is questionable whether the Uitlanders of the Transvaal were more thoroughly exploited by means of the dynamite monopoly sold by Kruger's Go\ernnient to his Hollanders than are New Zealand workers by means of tho whisky monopoly given away by themselves.
