Thiß move was the outcome of Japan's influence on Great Britain with regard to Canadian legislation. The debate has so far been of a strongly nationalistic tone. The ' speakers demand the insertion of the Japanese even at the risk of the Bill being vetoed. Received September 23, 9.55 a.m. Sydney, September 26. The Council by 26 to 21 rejected the Woman's Suffrage JBill. The Cabiuet will discuss the subject as soon as the Arbitration Bill is dealt with. Should the Council reject or mutilate this measure steps may, be taken to strengthen the Council. Hobabt, September 25. A censure motion, on the Government riras defeated by fourteen majority. There were some lively passages between the parties to the dispute iv the brick and tile making trade before the Conciliation Board to-day. It transpired that the employers' had not been informed of any dispute being in existence until they were cited to appear before the Board. Th« employers protested against this sort of thing and asserted that they would move the Supreme Court to prevent a continuance of the case. Eventually the Union agreed to .withdraw and confer with the employers. WELLINGTON AND MANAWATU , ; RAILWAY COMPANY. The directors of the Wellington and Manawatu Railway;, Comnany have decided to declare an interim dividend of three per cent for the half year just closed. , > TEACHING SWIMMING. .. ChsisTCHCRC^ September 25. The*-- Canterbury .> centre of the Swimming Association has decided to ask the. Members for the province to urge the Government to place on the Supplementary Estimates a sum for obtaining an instructor from Australia to teach swimming at the schools in Canterbury. CHRISTCHURCH FLOWER '' > SHOW;. The Canterbury Horticultural Society's Spring Flower Show was opened to-day. A special feature -was a display of narcis3i,^s j csne,of,w.hsb> were obtained from England recently and were highly praised. It is said that the show was one of the besf helcfin the colony. 'Wellington and other places are wellrepresented. ' HARNESSING THE WAIMAKARIRI. A deputation from the City Council waited on the Selwyn County Council to-day to try to come to some arrangement with regard to an Empowering -Bill. to "enable the city to use the water of the Waimakariri for an electric lighting and power scheme. The County Council op- . posed the Bill. The City Council made fresh proposals to-day, . which were rejected. . RAILWAY PUNCTUALITY. A return of- the running of trains on the principal lines of the colony fortbjJ four weeks- ending September -14th, shows, that dtheije was only an average loss of one-eighth of a minnte per train per ]OurB«y r ,and the average would have been lower but for one delay of 65 minutes through, the breaking of an axle. \ IMMIGRATION AND EMIGRATION. Departmental returns show that 2185 persons (including 706 from South Africa) arrived in the colony in July, as against 897 in July, 1900; <md 1271- went away, afl against 983. ENGLISH MAILS. The Sierra with colonial mails to the 7th September arrived at San Francisco on the } 24th September, at 8 p.m., day and a Kali: late.
