London, June 27. — In the House of Commons, Sir Michael Hicks - Beach agreed to a rebate; duty on low priced small coal for patent fuel. He abandoned £650,000 duty derivable from the running coal contracts. Sixty seven Unionist members of the House of Commons have memorialised Mr Balfour to send the Deceased Wife's Sister- Bill before the Grand Committee.
Mr Foster, a Unionist, was elected for Stratford- on -Avon division of Warwickshire' by a majority of 1778, replacing Colonel Milward, deceased. The proBoer views of the Radical candidate largely contributed to his defeat.
