Mr Bryco objected to the punishment of rebels and advised a general amnesty, tho gift of L 2,000,000 to re - stock the farms. Mr Chamberlain said the rebels must be puiished in justice to loyalists. It would be folly, not magnanimity, to assist the Boers with a gift instead of a, loan.
