Received June 21, 1.35 a.m. London, June 20.— The St James's Gazette h?s published General Joubert's plan of campaign. In the event of war with the Transvaal, the Boers' sympathisers and agents are to destroy the Cape to Buluwayo railway. Kimberley is to be raided, and the De Beera' mines destroyed. Joubert expects to master Capetown in a fork, night. The Port Elizibeth - Pretoria railway is to be destroyed south of Bloems fontein Mr J. B. Robinson, a well-known South African mine owner, interviewed in London, said the theory was unfounded. The Afrikanders and Dutch were neutral in the present trouble, and any war would be restricted to the Tracs vaal. Mr Robinson cabled to President feruger strongly appealing to him to meet Sir A. Milner's view*. Received Juue 21. 9.45 a.m. Capetown, June 20 — The Cape Government has sent artillery an 1 a large quantity of munitions of war to Kimß berley. London, June 20 —The Right Hon. Mr J. Chamberlain states that a claim for compensation has been presented to tha Transvaal Government on behalf of the widow of Mr Edgar, who shot a Boer constable on the occasion of a disturbs c ontsido Mr Edgar's house at Johannes^ burg. . . ;
