Received May 28, 5.40 p.m. AM3TKBDA&r,May 27.— The Arbitration Committee of tbe Peace Conference adopted the principle of mediation and arbitration,and appointed a sub-committee to study the Russian and American projects. 'Jhe fitting of the Conferencj is momentous and full of surprises Sir Julian Pauncefote, one of the British delegates, proposed the establishment of a permanent tribunal. As the Russian scheme did not provide for permanence, M de Staal, a Russian represen tative, and President of the Conference, thereupon introduced a new scheme. 1 be Hnsi-i&n delegates failed to dissuade tbe Conference from communicating Bhort reports of the proceedings to the newspapers, B« Igium and Holland threatening to withdraw if such a course were adopted. The censorship of Russia prevents newepapers there publishing news of the Conference. Received May 27, 1.20 a.m. St.Petei-.sbdrg, May 2*.— M. Leghait, the Dutch Minister at St. Peterabmg, has been censured and retired for an indis cretion in alleging that Great Britain prevented an invitation being sent to the 1 ranßvaal Government to be represented at the l'tace Conference.
