LoNDON,May 12, — Dnrmg a discussion ou the wine duties, Sir Michael Flicks- Beach, Chancellor of the Exchequer, explained that with tbe growth of Imperialism obstacles might be removed by acceding to Mr Leonard Courtney's appeal Sir Michael agreed that instead ot 3s per gallon on atill wines in hottlo he would .ask Is 6d, with Is surtax on all spirtis and wives in bottle. Continuing, Sir Michatl Hicks-Beach stated lhat co'onial wines were within thirty degrees of thuprool limit. He would risk the additional threepence instead of sixpence on the lower scale. >ir H CampboU-Banncruian, Leader of thu Opposition, congratulated Sir Michaol Ilicks-Beachupou this announcement. The motion of Colonel Sir Howard Vincent, member for Sheffi ild Cuntral, to exempt ihe colonies from the i< crease in the wine dutie», was negatived by 192 to 37. Sir Michael llitk--Boach announctd a readjustment amounting to a decrease in the wiuo duties. 'lbs unnouucen.ent was received with cheers. Sir Michael Hicks- Beach also accepted Is instead of 6s on foreign and colonial share warronts, tnuißferub.'e on endorsement.
