Alderman G. H. Smith, ex -Mayor of Halifax, England, when on a -visit to St. Louis, U. S., told a reporter that in Halifax the municipality owns the water works, and although supplying water to the people at a very low rate , cleared £10,000 during the year. It supplies gas at 2s. Id. per 1,000 cubic feet and last year made a profit of £100,000, the profits ia both cases being applied to reduction of taxes. The municipality also owns the electric lights, tramways ; in fact everything that is of public use. Dr. Stanley Warren (says Science Siftisgs) ingeniously attributes the increasing number of suicides, especially in the more intelligent and educated classes, to A train of unhealthful suggestions is in some way set up, which not necessarily results in self-destruction, but brings about of necessity an abnormal j mental^ state, and bodily disease miy follow. The constant repetition of autohuggestions as to suicide finally leads the su'ject into a state in which hid (or her) statement, " I will kill myself," is not the result of thought but is purely automatic; and finally the act of Belf -destruction itself may be .an unconscious one. Abnormal menta^action" is to be discouraged in treatment by the constant exhiuition of healthful suggestion, which shall constituted system of vigoroumental calisthenics and lead to a plan of more normal thinking.
