THE QUESTION OF FINANCIAL CONTROL. [per press association. I Sydney, September 10.- Mr Kingston resumed the duoussion on the New South Wales amendment for proportionate representation. Jle oould not vote for the amendment, and was convinced that no federation oE larger and smaller States was within measurable distnnco unless there was equal rerusentatiou in tho Senate. He would adhere to tho voto he gave at AcJelaido in favour of the limitation of the power of the Senate over financial matters, If the amendment was carried it would put buck Federation j ear» and years. Ho thought thry had given ample concession to tbe larger states in tho matter of tho Senate* financial control.
