QUEEN SENDS MESSAGE TO TROOPS. COLONEL KELLY TO BE CREATED K.C.B. [PEK PKESS ASSOCIATION.] London, April 27.—The Queen has sent a message to tho Viceroy of India, conveying her thanks to the gallant services of the soldiers in relieving Chitral; also expressing sorrow with tho families of those killed and solicitude with tho wouuded. It is understood that Colonel Kelly is to be created a K.C.B. Calcutta, April 27 —The soldiers attached to Colonel Kelly's column aro to receive two months' oxtra pay. _ Colonel Gateacro experienced enormous difficulty in making the road over the lofty Lowari Pass.
