POWERS PROTEST AGAINST JAPAN ANNEXING TERRITORY. By Electric Telegraph—United Press Association Copyright — Received 26\4\9& — 12.30 p.m. London, April 25. — On Tuesday, Germany, France, and Russia formally protested against Japan annexing territory on the main land. The Times doubts whether the protest will be backed up by force. The Russian note indicated what terms in the treaty of peace Russia will not allow to be executed.
