LEGISLATIVE COUNCIL. Fiudav, August 25.—The Speaker took tho chair at 2.30 p.m. Tho Customs Excise Duties B II and the Lyttelton Orphanage Lands Vesting Bill were put through their final stages. Owing to the absence of the Chairman of Coinmi'tees, the committal of the Electerul Bill was deferred till Tuesday. Tho Companies Act Amend meut Bill war read a second time. Several local bills were advanced a stage. The Council rose at 5 p.m. HOUSE OF REPRESENTATIVES. FniDAY, August 25.—The Speaker took the chair at 2.30 p.m. In replying to a question it was stated that the Government had no information that gambling ton large extent was carried on in a newly established club in Wellington ; that the Government diJ not thi.ik they would be warranted in going to the expense of appointing a Royal Commission to enquire into tho financial con dition of Friendly Societies, but they had a large amount of information on the subject, and euquiry would be made into their position ; that it was tho intention of tho Government to incrcaso the detective stall in the colony. Mr Seddon made a ministerial statement The House adjourned at 5.30 till 7.30 p.m. 1 LICENSING BILL. The Alcholic Liquors Sale Control Bill was further considered in Committee. Clause 17 was amended so as to allow the local antl orities to supplement the loss of revenue from liconse fees by increase of general rates. Notwithstanding that tho maximum amount of general rates may thereby be exceeded. Clause 18, "If licensed premises were closed by electors licensee was acquit ed of his lease," was struck out with the object of the substitution of a new clause. Clauno 19, "All clubs to bo subject to all the piovieions in the Licensing Act*, 1 elicited long discussion. Mr Fisher moved that tho clause be struck out. Mr fceddon defended the clause, and said the Government laid great stresß on it. ThoyJ \rero warranted in inserting the clause from information at the disposal of the Government, the nature of which, however, he could not divulge. After considerable discussion Mr Fisher withdrew the amendment. Mr Buckland moved an amendment to the effect that Parliamentary Bellainey's be included in the provision to this clause. The amendment was curried by 30 to 29. The clause was added to tho bill b> 42 to 14. A new clause moved by Mr McLean preventing tied houses in future wob lost on the voices. A now clauße by Mr Willis, providing for ''time" compensation, was rejected by 40 to 9. Mr Willis moved a now chuse preventing any prohibited person from purchasing liquor within a dis'rict in which a prohibition order was in force against him under a penalty not exceeding £10, in default three months' imprisonment, was agreed to on the voices. Mr Seddou said ho dtMred to incorporate in the'bill tectiou 41 of the Electoral Bill providing for purging the rolls. He thought the Electoral Bill would pass all right, but in cubo of accident it would be as well to ensure this clause being included in the present I ill. The new clause was carried on tho voices. The hill wan reported and tho amendments ordered to bo considered on Monday. The Houso rose at 2 15 a m.
