BOROUGH COUNCIL.

The monthly meeting of the Borough Council was held on Mondny nigh". tretent ; His Worship the Mayor (chairman), Messrs Braßh, Furlong, Cottier, Teed Dockrill, Goldwater, and Ward. Apology.— Mr T. Forlong apologised for tho absence of Mr Small. Tim apology was accepted. Subsidy.-- A memo was received from tho Treasury, intimating that £187 10s had been remitted to credit of Council ropresonting subsidy. Ajyplicatlon for Metal — The chairman, Mr R. Glegg, of tlio Elliot Road Board wrote asking the Council if tho Board could obtain 350 yards of gravel out of the Marsland Hill pit. The mutter was referred to tho Works Committee to act upon. Late Driving Case. — Mr R. A. Wood wrote asking tho Council to enquire into a late case in which flio was fined on tho information of the Nuisanco Inspector for driving horsoa through tho Borough during prohibited hours, without having sufficient drivors -His Worship said thai, Mr Wood's contention won that he was convicted on i alse evidence. Tho Court convicted Mr Wood for tho offence — Mr Cottkr thought tbe matter might bo referred to a Committee, consisting of Messrs Teed, Ward, and Goldwator — Mr Teisd Baid ho could not soo what tho Council had to do with the matter, as the Court recorded a conviction, —Mr Ward pointed out that he was a witness in tho cuso, and on tho evidence adduced a conviciion was recordtd.—- His Worship said that Mr Wood complaiuod that t.ioir Inspector gavo falso ovidenuu. — Mr COTTJEBHaid under tho circumstanceß of the caso ho would withdraw his motion.— Mr DooKiiiLL said they could not reviow the Court's decision, — Itwas finally decided to acknowledge tho letter from Mr Wood. Waterworks Engineer's Report. — Mr A. Wray, Waterworks Engineer, reportod on the damage done at the works by tbe late heavy rains, and reforred to tho question of repairs. — His Worship said that moro damage was done than thought, and would take from £100 to £150 to repair .the - damage. In tho recent floods the water instead of encroaching on tho east siJo as before, had during the late ilood encroached on the west bank, and had made inroads towards the pump house. Walls would have to bo built to Etop the inroad. Already about £60 had been expended in repairs i — Mr Goldwater wanted to know if it would take £100 extra to repair. — His Woihim 1 rep ied that he meant about £100 altogether. Sanitary Inspector's Report. — The Sanitary Inspector reported that the condition of the Borough was good, etc. Reserves Commxtter. — This Committee which met on July 31 reported, that tenders for tbe racecourse Nos. 1 and 2 were opened, and Mr Holdsworth offered £9 2s Gd for No. 2 and £11 for No. 1, and Mr R. Bayloy £10 10s for No I.— Reeolved that Mr Holasworth'B tender bo accepted. With reference to " The Unclaimed Land Act, 1892," the Cominittoe are of opinion that it would be utterly impossible for tho Town Clerk to furnish correct reports and suggest that the Council refor the Public Trusteee to the Lind and Registry office for the inforu ation ho requires ; that this Committoo think it an act of equity that the one half of the cOBt of the fence which was referred back to the Committee by tho Council should be borno by the owner. — Mr Furlong in reference to the last clause said they had considered Mr Perm's fence question, and saw no reason to deviate from thoir previous opinion, namely, that Mr Ponn should only pay half. This was an equitable view to take of Mr Perm's case, and moreover, if the Council followed this couree they would not establish a precedent as this was not an isolated case. Mr Furlong also referred to, "Tho Unclaimed Land Act, 1892," and haid under tbe wholo of the circumstances the Couimitteo in recommending tbe course mentioned in the report wore following tbe best direction that could be taken. — His Worship said that he would bavo liked the Chairman of the Committee to be present to give some statements relative to portions of the report. He then pointed out certain points that he did not altogether agree with.— The report was finally adopted. Pvblic Works Committee. — This Committoe, which mot on July 18, reported — That a pipe drain bo put into the vacant sections in Liardot-street belonging to tho Recreation Board, opposite Bee 1049; that under the present circumtjtanceß, uh it is a private drain, the Council would rofor tho writer of the letter re tho water on sees 690 and 707 to write to the owner of soo G6l, etc; that Mr Brooking be authorised to erect the veraudah ul Mr Noonan's lato shop, pursuant to the usual conditions. — Tho 8(iii)o Committee mot again on August 11, and reported— That Archdeacon Govott may have a few large stones from tho old bridge under Powderbam-street on payment; that Mr Bruce's request re Barrettstreet be attended to as soon as the weather permits.— His Worship explained that the diain in Liardet street had become choked, and the water flooded Mr Colson's orchard, and that gentleman had threatened an action. Tbe Committee had recommended that some pipes they had by them might be put in. He also "explained the other portions of Ihe report, which whs finally adopted. Cemetery Committte.— This Committee, which met on July 19, reported, "That the mortuary chapel ceiling be lined with tongued and grooved timber ; that Mr T. King's burying ground may be enlarged by an addition at the south end so as to make it of an L shape ; that the five pinun insignis on tlio new Church of England ground be removed ; that the slumps alongside the path be removed ; that tho custodian's salary bo raised to £50, commencing from April 1 labt ; that the lichen bo removed off tbe monuments. — The report was adopted. Unclaimed Lands Act. — The Public Trustee wrote with reference to " The Unolaimed Lands Act, 1892," wrote i% reply to a letter of July 13, stated that for the present he did not propose to declare subject to tbo Act properties of which tho present occupiers ha<l had undoubted possession for more than 20 years up to the coiuiog into operation of the Act Municipal Conference. — Mr T. F. Murtin, Secretary of the Municiral Association, wrote relative to harbor rateß and burgess roll amendments biibmitted by the Council, and stated that they were laid before the Executive Committee held on July 24, and were postponed until the meeting to be hold next year of tho Conference, when all affiliated boroughs would be represented. Repairs at Wallace Place.— Mr H. Okey, Chairman of the Franklev Road Board, wrote asking tho Council to do the necessary repairß at Wallace Place, and the Board would pay their chare. Tho Board, he added, would havo no funds until the next rato was collected — His Worship explained tbe obligation of tho Road Board in tho present instance, us Hie p!aco abutted on the Board's district. Accounts. — Accounta amounting to £240 and interest on coupons £291 were passed for payment. Tho Council adjourned .
