TESTIMONIAL TO INSPECTOR I McGOVERN. i The following testimonial to Inspector McGovern was presented to him hy the inhabitants of the Bay of Islands, last week: — Francis McGovern, Esq., J.P., V Inspector of Police, Northern District. Dbar Mr. McGovern, — On the eve of your departure from amongst us, we wish to express our great regret at losing your genial presence. As Magistrates we tender you our thanks for all past favors, and for the courtesy and kindness you have on all occasions exhibited towards us whenever we have had official intercourse together. Ab personal friends, we wish you and yours God speed, a successful future, with every possible happiness. During your residence in the Bay of Islands, we have had many opportunities of judging of your administrative ability. We ourselves are but more plain matter of fact men — not given to flattery — yet we cannot let you go away without giving expression to our genuine feeling of respect and esteem for you as a man, a gentleman, and a good consistent citizen. We cannot forget that you have always acted towards everyone, poor, rich, simple and gentle, as an upright gentleman Bhould ; and that while doing your duty impartially and honestly—all in kindly considerate feeling — you have always tried to ameliorate the condition of those over whom you have been placed in authority. You have al\yays aimed to promote good feeling as between "all sorts and conditions of men," and the people of the Bay of Islands District are unanimous in their praise of you for this " golden conduct."
