An advance of a million sterling by the Belgium Government, for the purposes of the Congo Free State, is made conditionally that after the expiration of ten years Belg'am shall be at liberty to annex Congo, and that King Leopold 11., under whose sovereignty individually the Congo Free State was placed by a vote of the Belgium Legislature, bequeaths his rights to Belgium, unless it is decided during his lifetime to annex the State.
