BOROUGH COUNCIL.

The Borough Council met oa Monday ni^ht. Present: Tho Mayor (chairman), Messrs Bsllringer, Bayly, Stnall, Gorkill, and Govett. Special Meeting. — A special meeting convened by ths Mayor at the request of several Councillors was held at 7 o'clock, for the purpose of making a special order with respect to the loan, which order will be adopted at next meeting.— Mr Bellrinqer moved, " That the Council propose by special order to raise the sum of £29,000 to pay off the loans of £25,000, and £4,000 now existing oa tho Ist day of: July next, the aforesaid sum of £29,000 to be secured by the pledging of ti special rate of la Gd in ,tbe £ or suoh other sum ns raay bo neoessnry on the annual value to meet the interest oa the same." — Seconded by Mr Cobkill, and carried. The Council then began its ordinary meeting. Leave of Absence. — Mr Newman- was granted leave of absence from the meetinar, on Mr Bellmngbr's motion, and on Mr Oorkill's proposition similar leare was granted to Mr Cottier. Marsland Hill. — A letter was received from the Public Works Department, Wellington, with referenoe to the topping of the trees obstracting the view oa Marsland i EHI. ' ( Hospital and Charitable Aid.-^A. resolution was received from the Southland County Council bearing on the question of Hospital and Charitable Aid. The chief point in the resolution wag the opinion they expressed that the burden of Hospital and Charitable Aid should be borne out of the Consolidated revenue. As the proposed bill of the Government was put aside, the Council simply acknowledged the letter. Sanitary Matters. — The Inspector of Nuisances teported the sanitary condition of the town at good. Bates on Concent— The Rev. Father Caseidy wrote acknowledging the Council's decision relative to remitting rates on the Convent, and pointing out how he differed from that decision. He pointed ont how such property in Auckland, Nelson, &c, were rated in comparison with their value. He said that jwstioj should be accorded Ibem. — The Council decided that they saw no reason to depart from their original resolution. Public Works Committee. — The Public Works Committee, who met on September 3, reported—" That laving considered the petition of Messrs J. Avery and others, this Committee have no recommendation to make; that Mr W. Bayly have permission to erect a shade over the window o£ his shop in Qaeea-street; that for the present Mr T. K. Skinner be instructed that should Mr Walter Wright apply to him for the permanent levels of Devon and Brougham -streeti, he will please give them, Mr Wright paying him for the same; that permission be given to Mr Walter Wright to oonnect his new premises in Devon and Broughara-streat with the main sewer in Devon-street under the instructions and superintendence of tha Borough foreman; that the Committee having had many oomplaints against trap doors being allowed in footpaths, cannot recommsnd that Mr W. Wright be allowed to have them at his new buildings." Mr Bbllrinobb said bb the Council's appointed surveyors, Messrs Skinner & Sold, had dissolved partnership the Committee wished to raise the point whether Mr Skinner's appointment would still hold good, or whether a new appointment would have to be made. With reference to trap doors, he stated that frequent complaints had been made about the trap doors at the White Hart Hotel and Mr Chew ChoDg's store, and the Committee recommended therefore that no more applications be granted, as such things were being done away with all over the colony. — The report was adopted. Surveyor's Appointment.— The surveyor's position waa then discussed.— jdr Goyett thought that under sea 127 of the Act they could appoint the surveyor at once. —Mr Bkllrinqeb said it was doubtful, as the position was almost honorary as far as the Borough was oonoerned, for the people paid him for the work done with the Council's permission — It was decided to give the Public Works Committee power to call for applications for the appointment, such applications to bs placed before the Council at next meeting. Trap Door*.— Mi Bbllbinoeb said, ia order to have a speoiai resolution oa the trap door question, he would move ia effect that the Council trill not allow any more trap doors of the present system to be made on the footpaths in the future. The resolution was finally passed. Loan Committee. — The Loan Committee, who met oa September 3rd, reported, "That it iB desirable that the interest coupons on the new loan be made payable at any branoh of the Council's Bank ia New Zealand or the Australian colonies ; that this alteration in terms be notified in the New Zealand Times, T akanaki HrisALD, and Taranaki News." — The report waa adopted. ■ Fire Prevention Committee. — Thw Committee reported :—": — " That the Committed recommend that the resignation of Capt. R. Bayley as Junior Fire Inspector ba aocepted."— There was some corresponi dence from the Fire Brigade oa the subject.— The report was adopted. —Mr Bellringer stated that he understood that Lieutenant Maher was now in charge of the Fire Brigade, as Captain Bayley had also resigned as Captain o£ the Brigade. Waterworks Committee. — This Committee reported :—": — " That, as the Government have failed in stopping the waste of water at the railway station, the Coancil will have it put in order by the Waterworks Engineer, at a oost not exoeeding £1 10 b ; 4hat the report of the Engineer on the extraordinary supply be referred back to him." — The report was adopted after Mr Small had made a couple of slight explanations. Committees.— The following Committees were proposed by Mr Bellringeb for tho ensuing year ; — Waterworks — Meters Small, Cook, and Govett ; CemeteryMessrs Bellringer, Newman, aad Cottier ; Fire Prevention— Messrs Cook, Cottier, and Small ; Reserves — Messrs Small, Gorkill, and Bellringer; Institute— Messrs Newman, DockriU, and Oorkill; Estimates — The Chairmen of Publio Works, Water- | works, aud Institute Committees ; Health — Mesßrs Corkill, DockriU, and Govett ; Public Works— Messrs Bellringer, Cottier, Cock, and Newman; Library — Mesßrn DockriU, Corkill, andOoliiß; Sign Cheques — Mossrß Govect, Cock, and ColUa.— Seconded by Mr Small, and carried. Destroying Footpath. —Mr Small brought up the fact of some persons destroying a footpath in the East End.— Mr Bkllrinqeb stated the foreman was oa the watch for the delinquents. Town Clock,— Mr Bkllbingbr brought up the question of the Borough Council giving a small subsidy towards the purchase ot a Town Clock to be ereoted on Mr Wright's new buildings at the corner of Devon, and Brougham-streets. He atated that a publio subscription was going to be opened for the purpose of purchasing the olook— a sinking one— which would oost, it wan estimated, about £50.— N0 action will ba taken by the Council at present.
