PRESENTATION OF ADDRESS TO LORD ONSLOW. London, February 6. The people of Guildford have presented Lord Onßlow, an address in acknowledgement of his services rendered to the town. REFORM IN COUBT DRESSES. The Queen has issued instructions permitting high necked dresses at Court. QUESTION OF CONFESSION OF FAITH. The Edinburgh Presbytery of the Free Church of Scotland, by a majority of five, agreed to transmit Rev. Mr Blaokir'a overtures asking the General Assembly to moderate the formulae of subscription to the Confession of Faith. FAILURE OF SOUTH AUSTRALIAN LOAN. The South Australian 3i per cent, loan of £1,817,800 is a failure, as only £553,700 was subscribed, the average being £100 4s sd. The balance has been left open at par. Syndicates refrained from tendering. The Standard, referring to the failure of the South Australian loan, says the oolony was too ambitious, and that it has already borrowed too cheaply for its own good. The artiole goes on to say that it is ridioulouß that a raw, and mostly unoooupied country with a population only equal to that of the City of Leeds, should expect to borrow one and a-half millions at 8£ per c«nt. ANOTHER COLLISION IN ENGLISH CHANNEL. The barque Largo Bay, bound to Auckland, came into collision with a steamer in the Channel. It is believed that the steamer went down immediately with all hands, as nothing was Beeu of her after the shook. A passing steamer picked up the barque and towed her to Spithead in a sinking oondition. One of the apprentices was drowned. It is feared that a hundred lives were lost by the sinking of the steamer which collided with the barque Largo Bay in tbe Channel. NEW LOAN FOR TASMANIA. The Tasmania Railway Company threatens to oppose the new loan and debar a quotation being obtained for it, unless they can arrange a satisfactory working agreement with the Government of that oolony. WHEAT MARKET. The wheat afloat for British ports is 2,840,000 quarters ; for the Continent, 872,000 quarters. The American visible supply is firm; and American buoyant. PRICE OF BHARES IN SHIPPING COMPANIES. New Zealand Shipping shares, £8 ; Shaw Savili and Co., £8; Union Steam, £18.

RECOVERY OF EMPEBOR OF AUSTRIA Vienna, February 6. Emperor Francis Joseph has recovered from the efleot of the prostration, whioh overtook him at the funeral of his late son, Prince Rudolph. AUSTRIAN PROCLAMATION TO PEOPLE. Oouut Taafe, President and Minister of Interior of the Austrian Government, has issued an offioial proolamation, thanking the people for the sympathy and devotion to the Emperor, who has commanded him to announce that his life henceforth will be devoted to the welfare of the Empire.
