Tenders for tho borough of Hedfern (New South Wales) loan of £50,000, bearing 4 per cent, interest, the minimum being fixed at £91, were opened to-day. The total amount offered amounted to £180,000. Tenders at £93 11s received 67 per cent, of allotment, and tenders above that in full. CHAMBERLAIN GOES TO CONVERT THE IRISH. London, October 11. Mr. Joseph Chamberlain has left England on a visit to the north of Ireland. It is understood that Mr. Ohamberlain has undertaken the journey with the view of promoting Unionism in the province of Ulster. THE SCULLING RAGE. The scnlling race between Bubear and Courtney was rowed at Oawego Lake, Ontario, and resulted in a victory for the former by three lengths. IMPERIAL INSTITUTE. Baron Hersohell, Lord Roaeberry, arid Sir John Rose, Bart., have been appointed trustees of the Imperial Institute. They intend to organise an intelligence department in connection i with commerce and immigration shortly. COLONIAL LOANS. The Economist states that the criticisms of tho colonial loans havo had a distinctly beneficial effect. The loans floated this year amount to eight millions as against fourteen and a-half millions in 1886. The result of such a reduction has been that colonial stocks have rapidly risen. CONSPIRACY IS FRANCE. Paris, October 11. General Oaffarel, Assistant-Secre-tary in the French War Office, has been arrested on a charge of selling decorations. He is also suspected of having disposed of the mobilisation plans. PANAMA CANAL. Baron de Lesseps reports that the Panama , Canal will be navigable in three years, aud that after this object is attained, it will be widened and deepened. EFFECT CF TRIPLE ALLIANCE. Rome, October 11. Signor Crispi has assured his colleagues that by Italy joining the Austro- German Alliance, universal peaoe has been secured. .BULGARIAN QUESTION. Constantinople, October 11. Turkey has decided to await the concerted action of Europe before interfering in the Bulgarian question. QUEEN THANKS THE NIZAM OF HYDERABAD FOR Hid AID. Calcutta, October 11. His Excellency the Viceroy has forwarded a letter to the Nizam of Hyderabad expressing the warmest thanks of the Imperial Government for his magnanimous and opportune offer of assistance. His Excellency adds that Her Majesty the Queen ib extremely gratified at the offer of the welcome proffered aid as a fresh proof of friendship of the Nizam for the British Empire. OVERTHROW OF ENGLAND OR DIE. Dhuleep Singh has published a letter in India in which he declares that lie has placed his services at the disposal of Russia, aud that he will consecrate his life to the overthrow of England. AYOUB KHAN AT HIS WORK. Ayoub Khan has written to an Afghan chief, reminding him of his oath of allegiance, and promising that it he is made Ameer of Afghanistan he will reduce the tributes. He also invites the chiefs to take arms on his behalf. ARAWA AT RIO. Rio de Janeiro, October 10. Shaw, Savill's steamship Arawa, from New Zealand, left here yesterday, homeward bound. Her cargo of irozen meat is in good condition.
