BOROUGH COUNCIL.

The monthly meeting of the Borough Council was held on Monday night. Present: The Mayor, Messrs; Bellringer, Small, Dockrill, Newman, Roy, Renaell, and Hughes.

3ose. — A letter was read from Messrs. Shand, Mason, & Co., London, in reference to orders for hose. The letter stated that they had got tbe Council's order of Jnne 18 last for 500 feet of hose to sample enclosed, which they would put in band and deliver aB speedily as possible. It was v special hose, and more expensive than the " SouthwaTk," and they would not invoice it to the Borough at less than lsldper foot. — Received.

Colonial Secretary. — A circular was received from the Colonial Secretary's office in reference to the Borough asking for a grant of that part of the Huatoki stream -lying between Powderham-street and a line about 168 feet north of a proposed continuation of Gill-street, for the purpose of a cabstand.— ln reply it was stated that it seemed to be a matter for the Council to deal with. If they (the Council) desired to make use of the Huatoki stream it would be necessary for them to negotiate with tbe adjoining owners of the property who purchased their land with stream frontage.

Interest. — Tbe following memo, was received from the Manager of the Bank of New Zealand, as regards the Borough enquiry if the Bank was agreeable -to allow any interest on the floating balance of the Borough Account as the Borough had been informed that such was the case when tbe balance in favor of tbe Account exceeded a certain amount. In reply, Mr. McDonald stated that the Council most have been misinformed, ns no such custom was in vogue, as tbat indicated in the Borough letter, in the colony. — Received.

Public Works Committee. — The Public Works Committee, which met on September 12, reported, " That the Poundkeeper be iniormed that if be refunds to the Town Clerk before next meeting of the Council the amounts charged by hiiii to Messrß. instant, reported :— "That the Committee will lay pipes to the edge of Currie-street next the Bea from the main, for Mr.N. King, if required, but can go no further ; tbat Mr. Mofflin pay the prica agreed on in September, 1886, for his water-engine to March 31, 1887, and that the rate for the current year be £12, provided he wqrks only two days weekly. — The Engineer's report was read. — Mr. Newman wanted to know if the turncock had^ seen to the flushing of the drain accordine to the report of the Public Works Coramit- ! tee.— Mr. SdY, chairman of the Waterworks Committee, said the drains were under the Public Works Committee. — Mr. Bkllringek, chairman of the Public Works Committee, etated that his committee passed n resolution which he considered the Waterworks Committee was to act on.— Mr. Roy. said if that was so* he would be happy to give the necessary directions for the flushing, although, perhaps, be could not personally see to its being done. — The report was tnen adopted. Cemetery Committee. — The Cemetery Committee, which met on September 19th, reported "That the Yen. Archdeacon Govett be notified that the fence round Miss Hunter's grave, etc., encroaches too ranch on the adjacent blocks, and the Committe, therefore, wish it in its proper place ; that Mr. M. Jones' tender, £73 10s, for building a cottage at the cemetery for the custodian, be accepted." — The report was adopted without comment. Hospital and Charitable Aid Board. — Mr. Small said in order to further the movement of so amending the Hospital ■ and Charitable Aid Act, so that property other than land and buildings could berated he would Buergest, as so muny favorable replies had been received from the other municipalities in the colony in reference to the subject, that the matter should be next urged on the representatives in Parliament. The Mayor, and Messrs. Bellringer, Roy, and Hughes also spoko. Mr. Small moved, " Tbat the Town Clerk send to the member for New Plymouth a copy of the resolution passed by the Council in favor of an amendment of the Hospital and Charitable Aid Act, and that he be requested to be good enough to co-operate with the representatives of those boroughs which have expressed their approval of our resolution with a view to have the Act amended as suggested." — Seconded by Mr. Hughes, and carried. Circular. — A circular was received from tbe Audit Office stating that Mr. O'Hara Smith, Audit Inspector, had been appointed to examine tbe account* of the Borough up to September 30th, 1887. Accounts. — Accounts amounting to £257 3s 7d were passed .for payment. The Council rose.
