In the House of Commons to-day, Sir Henry Holland, Secretary of State for the Ooloniea, in reply to a question, atated that the Government would treat New Gainea as a settlement under the new British Settlements Act. RUSSIAN TBOOP3 MARCHING TO HERAT. News is to hand from Central Asia that skirmishes took plaoe on the 6th August, near Zulfikar, Northern Afghanistan, between bodies of Herat soldiers and Enssian troops, and that the Eussian garrison at Karki, on the Bokharan frontier, is proceeding in the direction of Herat.
