THE FRENCH DEBT.
A fcUM of no lees than one milliard francs, or forty millions sterling, is said to ba due to France by ihe English Goveinment under Clause 9 of the private convention dated Nov. 20, 1815. - It appears that by the conventions signed in May, 1814 November, 1815, and April,-1818, a guaranteb fund of G,500,000 fruncs of French Keute, with a capital of 130,000,000 francs, was transferred to the British Government. U. Blandin, a Deputy, lately proposed to the Chamber that v committee be appointed for the purpose of asking the British Foreign Office for aa account of thebo fundß, and also for the return of the surplus, wilii the interests accruing thereon, to the French Treasury., . Tbia Burplus, with the interest, is estimated to amount to one milliard francß. The Committee has been duly appointed, and is now engaged in considering this rather curious financial problem, with the aid " and under the auspices of the ingenious M. Blandin, who has been appointed reporter.
