Melbourne, May 19. ThoWairarapa arrived this morning. The Board of enquiry in connection with the Windsor railway accident is satisfied the accident was caused by a mistake of the boy Bl.ackburne, who .was in charge of the signals at Prahran, in allowing the express to pass when he had not received notice of the line being clear from Windsor. Inasmuch, however, as the boy was only a probationer, the Board do not feel justified in holding him responsible, and places the primary responsibility upon Mr. Gedge, stationmaster at Prahau, in leaving the boy Biackburue in charge, while not competent. The Board also blames the driver and guard of the ordinary train for not taking precautions to protect theiv train by endeavoring to stop the ! express, which was following. At the inquest on the bodies of those killed iv the Wiudsor railway accident, to-day, tho jury visited the scene of the disaster, when the signal Byßtem on tne railways was explained to them. A large meeting was held in the Town Hall to-night iv support of Lady Looh's proposal that a Jubilee fund be formed for tho purpose of re. lie ving women in distress in the colony. •Sydney, May 19. It is officially announced ■ that Mr. H. Stephen has been appointed to the newly created sixth Judgeship in the Supreme Court. Mr. Poster has resigned his position as Attorney General, owing, it is stated, to his not receiviug the Judgeship. The Opposition in tho Legislative Assembly h&s decided, to strenuously

oppose the cloture rules to be proposed by the Government.
