THE RECIDIVISTE QUESTION. London, July 28. In the House of Commons to-day, the Hon. Evelyn Ashley, Colonial Under Secretary, in reply to a question stated that earnest representations had been made by England on the subject of the reoidiviste question which is now seriously occupying the attention of the French Government.
