V.— Lapsed Questions. 40. If a debate on any motion moved and seconded be interrupted by the number of tho members present becoming insufficient for the transaction of business, such debate may be resumed at the point where it was so interrupted on motion upon notice. Vl.— Committees. 41. The Secretary shall convene every Committee within ten days of its first appointment, or at any other time thereafter, by o-der of the Board, or on tho request of the Chairman of the Committee, or of any two me nbers of the Committee. VII. — Petitions. 43. It shall be iucumbent on every raembe l ' presenting a petition, to acquaint himself with the contents thereof, and to ascertain that it does not contain language disrespectful t,o tt l)el )e Roard, and that the contents do' not violate * any by-law or any provrsioa thereof. 4-t. Every member presenting a petition to I the Board shall write his name at tho beginning thereof. 45.
